Yes, they are available: Catit replacement pump for Pixi drinking fountains. However, before you order a new pump, you should make sure that the pump has been disassembled and cleaned. The impeller must also be pulled out, as there may be deposits that block the impeller (see instructions)

Hello Garwenne My cat always dips her whole paw in it, and as the fountain stands on four short legs, I have always had the feeling that the surface is well distributed and the fountain is stable. However, I have placed it on a small carpet so that no water can run onto the parquet floor, as my cat likes to shake her paw. I don't know how much your cat pulls on it, but I can't imagine it really tipping over as it has a rather "round" shape and the centre of gravity is rather low.
