Either directly via a TV that already supports Apple Airplay - branded devices from 2017/2018 onwards should do so, in which case you don't need a separate Apple TV. If you have an older TV that doesn't support Airplay, you can stream from your iPad to your TV via Chromecast.
Exactly, you need an Apple TV, then you can stream your content to the TV via Airplay (WLAN). If you have a new TV from 2019, there is a chance that the manufacturer already supports Airplay 2. But that's really only the case with brand new TVs.
