Yes, this comes with a German plug and a separate Swiss adapter. Can simply be plugged in.
The plug
No, the filter does not need to be replaced. The hoover has a button that should "actually" clean the filter. This is not actually done. Instead, you can simply take it out, hit it two or three times against an object and the dust is gone. I do this every two or three weeks. But the suction power is great. This makes up for the shortcoming of the filter :-)
The ash hoover is comparable to a common household hoover in terms of volume.
