Does anyone know if mainboards or CPUs usually come with thermal paste, or does it have to be ordered separately. I can't remember...

Not with the CPU and mainboard. But usually with the cooler. If a cooler is bundled for your CPU, then there is usually also thermal paste on it.
...mainboards never come with thermal paste, it is always on or with the CPU cooler!
Generally, no thermal paste is included with a mainboard, nor with the CPU itself, only with either a CPU cooler that is included with the CPU or another (new) CPU cooler.
