Is it possible to disable Google Assistant, for example by not accepting the terms of use, or by any other means?

Yes of course: To turn off Google Assistant, tap Settings > Google > Search, Assistant & Voice > Google Assistant. At the top of the screen, tap Assistant, select your device and turn off Google Assistant.
