Is it possible that a tested return costs more than a new S25 Ultra, isn't that logical?

Yes, it is logical and correct to use the price originally paid for the return.
But to resell? Would you buy the returned part at a higher price than the current price?
the current price. . .

Yes, that is possible. We work with daily prices: If a customer has purchased the item at price X and the price drops later, the return is always valued at the original purchase price, not the current price.
