Charge both devices, activate Bluetooth on the mobile phone, press the power button on the headphones until the LED flashes red and blue,
The device should now be displayed on the handset under Bluetooth settings.

First I would charge the device. Once both devices are charged, I would make sure that they are within a reasonable distance. Then I would try to pair the devices.
