CPUs can only be installed on the socket intended for them. The appropriate socket for this CPU would be LGA2066.
Raspberry Pi's only have SOC's (System on a Chip) which cannot be disassembled or upgraded. For better performance, you will need to buy a new Tinker board.

it is far more possible that an eth student gets the idea to write a program that reduces the core i9 to a minimum of power so that the user doesn't notice it, in order to get a performance boost via something like a cloudserver or something...

i think it would be possible if you are an eth student in microelectronics. however, i think you would burn up or puff out 98% of the power of an i9. and invent a power plug that redirects it without any conflict.
