Yes, ARC can be used in both directions:
Player ---HDMI--> Soundbar ---HDMI--> Monitor

Player ---HDMI--> Monitor ---HDMI--> Soundbar

For the latter, the monitor would have to support ARC, which is rather rare. But the first variant should work.
