Can the Synology NAS DS423 also be operated with the older WD 4TB hard discs WD40EFRX? I need to replace my defective Synology NAS 415+ and would like to continue using the hard discs that are still working properly.

Hello
Yes I had a DS 411j failure and ordered these and at first I had some concerns about my HDD's being supported and I currently have 4 x WD40EFRX installed so WD 4 TB Red and that runs without any problems.
I hope I have helped you further.

There are "certified" discs, but so far I've never had any problems using any discs and I've never bought any special HDs, just any. From that point of view, simply install them and see if they are recognised by the station and that's that.
The "certification" is mainly about the warranty due to data loss etc.
But since you always make an additional backup, this is not so relevant.
