I wouldn't recommend it, I haven't tested the unit myself, but a 1U rack mount unit is usually equipped with relatively small fans and you can see them in one of the photos. However, small fans make a lot of noise, because they have to rotate faster than larger fans to blow the same amount of air through the narrow enclosures.

I would therefore advise a NAS that has a large fan, these turn very slowly (if necessary also faster) or a Synology Desktop NAS (they start with DS, e.g. a DS420+, you can get it for about 400 francs and it has two large fans that are redundant and turn very slowly, they would hardly be heard).

The TS-451DeU is quiet in operation, according to the manufacturer "a whisper-quiet 38dB at one meter in front.
I have four SSDs installed, so I only hear the quiet noise of the three fans in the vicinity, nothing more.
I work in a home office and as it is otherwise very quiet in our house, I find this QNAP NAS quiet and not annoying.
Of course, it's up to the individual. Greetings, J.D.

The HDDs are already rattling quite nicely. Similar to the tower in the search function. The fans are quiet. I have the part far away from my work area. But I can imagine that this would be better with a good server box. Or you don't mind the rattling noises.
