They are pure charging USB ports without data connection.
Since the HUB is connected to the PC, I think not.
Do you need the device only for charging? If yes, why you take not directly one that makes only this. I don't have a PS4, so I can't test this specifically. In my case, the hub is connected to a Windows 10 PC and what I can say is that I can operate both an external HD and the Bluetooth mouse receiver and a few sync cables to mobiles in parallel and cannot detect any differences in performance compared to the direct UDB connections of the PC. It's actually the first hub I have where I could also plug in the mouse receiver, otherwise the mouse only ever worked satisfactorily when connected directly to the PC.

I don't know which tablet you are referring to, but it has worked for me before.
This is the on/off button - it must be accessible because the hub is always switched off when the PC is switched on.
