According to my research, this is the same item, the difference in the manufacturer number probably has to do with the region. As this hub has no power connection, there are practically no differences between the versions 👍
I have a Surface Book 3 and no USB-C charger powerful enough to charge my SB3, but I can tell you this: When I plug a phone charger directly into the USB-C of the SB3, I get a message that the device is NOT charging, When I plug a phone charger into the travel dock, that message does NOT come up. So it doesn't look like charging via the travel dock is possible. In general, I would rather trust the information from the manufacturer than the information in online shops ...
The USB port on surface pro 5th gen supports only up to 5 Gbps while the type C one on surface pro 7 and the new devices supports up to 10 Gbps. I don't have a surface pro 5 to test what works, but I would recommend looking for a port that is designed for a 5 Gbps connection.
I think it will also work with the Dell XPS 13. It also works with my sister's Macbook.
Uh, the answer is in your question. If it's not convenient for you to buy another brand of dock, then buy a Linux dock, if that's the system you want to use. If you want to use Windows, then buy this one, it works very well with Windows.
