I have a Surface Book 3 and no USB-C charger powerful enough to charge my SB3, but I can tell you this:
When I plug a phone charger directly into the USB-C of the SB3, I get a message that the device is NOT charging,
When I plug a phone charger into the travel dock, that message does NOT come up.
So it doesn't look like charging via the travel dock is possible.
In general, I would rather trust the information from the manufacturer than the information in online shops ...
