You can create a free email address from Germany (Gmx etc.). With this, you can create a new "German" account at Google Play or Appstore. Then you can download the app and use the Echo normally. Some things like asking for the weather or temperature outside only work with German cities. However, you can connect the Echo with Netatmo. Then it also works perfectly. You don't need a jailbreak for this, but what you do need is a second apple id where you select a country as the location that the app has in the store. this means you can select any Mcdonalds in Germany and use their address when creating the appleid.
