Essie Gel Couture Top Coat is a top coat, it is applied AFTER the colour application. I recommend a drying time of 20 to 30 minutes after the second colour application. Any base coat can be used under the lacquer, but I would not use Gel Couture Top-Coat for this. Good luck!
