The camera flashes red and the fuse in the power box blows. Is the camera faulty?

As @Tobus1er writes, test the whole thing in a place where WLAN is available. If the fuse still blows, check the power supply unit.

From memory, if the camera is flashing red, it has no WiFi to connect to, for example if the router is switched off. The simple fact that it's flashing means that it's correctly powered.
Even if it were faulty, it's highly unlikely that the camera itself could blow the fuses, as the power supply would trip in the event of a serious problem.
If in doubt, you might want to check that the WiFi is correctly configured. And possibly connect the camera elsewhere in the house, on a different circuit, to make sure the fuse doesn't blow in that case, just in case. And ideally, test with another power supply if one is available.
