The adhesive tape doesn't stick to me at all? Before I give it 1 star, I'd like to find out if I'm doing something wrong. Is it normal that the tape comes off the roll very easily and that only one side is covered with removable protective paper?

Yes, that's normal. Otherwise you wouldn't get it off the roll 😉. It depends on what you're using it for and what surface you have. Example: Plastic on plastic is great, plastic on concrete doesn't work.
