the picture you're refering to is kinda misleading. even though it seems like the window is opening outwards, I think it's just a depiction of what it would look like if you were standing outside you know. matter of fact I can't recall ever coming across a window opening towards the outide. doors yes, but windows. anyway, I bought this and yeah absolutely, it does fit in between the window and the outside blinds!
You can cut it to the dimensions you need with a metal saw but i threw it into the bin. The quality is poor and that you will get a good result is pretty much luck. I would not recommend tectake products, the same issue with every peoduct of them.
