The answer from Anonymous is not complete.
I use the "SNAPIT 2.0 CONNECT" on various (multiple) racks that are not from Racktime, but not with the "Thule Pack n. Pedal Tour Rack XT".
It is correct that the "SNAPIT 2.0" products (with the exception of "SNAPIT 2.0 CONNECT") can only be used on Racktime carriers. However, the "SNAPIT 2.0 CONNECT" adapter allows "SNAPIT 2.0" products to be used on many other carriers.
Although the attachment is very universal, it cannot be used with the "Thule Pack n. Pedal Tour Rack XT". The distance between the bars for the panniers is too far apart (approx. 17cm). The maximum size for "SNAPIT 2.0 CONNECT" is 15cm. Also, the height of the base plate of the "Thule Pack n. Pedal Tour Rack XT" will also be a problem.
So my answer is the same as Anonymous': There is no "SNAPIT (2.0)" adapter for the "Thule Pack n. Pedal Tour Rack XT".

None! Thule has a completely different system including bike bags. The SNAPIT 2.0 CONNECT from Racktime can only be used for mounting on a Racktime luggage rack. Likewise, only Racktime panniers fit on this adapter. I personally have this adapter mounted on my e-bike - and for travelling I need the Talis Plus 2.0 pannier rack bag
