Yes, as far as I can tell, yes... the lid and everything that is brown (you can see it in the pictures) is made of some kind of plastic, but the rest is stainless steel (especially the inside of the boiler).

Yes, if the stopper on the spout is folded down, it whistles. If it is not folded down, it does not whistle either.
However, the construction is not sooo optimal, if there is a lot of water in the jug, it starts to bubble out through the spout about 1 second after the whistle. So never fill the jug too full.
