Is it possible to operate the latest generation of the Philips Hue Bridge without a separate WLAN and without an Internet connection? If Internet access is mandatory, (how) can this be configured via the mobile phone's hotspot? Does the Hue Bridge then connect automatically when the hotspot is switched on?

The Hue Bridge is connected using a network cable and communicates with the lights via Zigbee. No updates can be installed without the internet. You mainly need the WLAN so that the Hue environment can be controlled via the app. This will not work with a mobile hotspot.
