If I buy a lamp with batteries, does the bulb then work "all the way", or does it then have full brightness, because I want the lamp to be wireless.

This lamp is designed to be connected to the mains (220V AC). It does not work with a battery (DC).

Hmmm ... I don't quite understand your question. These LED lamps need 220 volts. So I don't understand what you mean by batteries.
The Philips Hue Go base is a variant with a battery.
