With this converter, can I get the sound from the TV via Toselink and connect a pair of headphones with clinker on the other side, but at the same time hear the sound from the TV via the external boxes? The TV is connected to the amplifier with an HDMI ARC cable and does not allow me to activate the TV speakers.

This can often be set in the TV or the output for the digital output must still be activated. With my grandmother's TV it worked and both outputs, i.e. headphones and TV sound, work simultaneously.

The Delock switch converts the TOSLINK signal from the TV into an analogue signal for the headphones. The answer to your question must be provided by the TV. What happens when you tell the TV to output the sound via TOSLINK? In my installation with a customer, the TV speaker was mute in this case.
