Doesn't need the approval of an office. Both Amazon and Google simply regard Switzerland as too small a market to organise extra Swiss instructions and plugs for them. In addition, there are no partners for many services (no stock exchange services à la CNBC, no "call XY" because there is no partner telephone provider, etc.). Google Store stopped selling hardware in Switzerland a long time ago and will probably be discontinued soon, and for the few thousand Swiss customers who are willing to give commands in High German or English, the whole effort is simply not worth it, which is a real pity.
If no Amazon software is available, it might help to pretend to the provider that you have a U.S. IP address via extra software (e.g. TunnelBear on Android or something).
