When installing the bracket I can't screw the screws in all the way (maybe 10-15mm left). I drilled correct length holes, the plastic part of the plug fits well and goes in the wall to the end, but after I just can't screw in the metal, it's crazy hard. It seems like the plugs don't fit properly (metal screw too big) - or am I doing something wrong?

Good morning Strzelec; Difficult for me to understand your question. As a general rule, the hole depth (without dowel) must be equal to or greater than the screw length. This is the only way to ensure that the screws can be fully screwed in.
Drilling concrete is sometimes difficult, depending on the quality of the drill. Nothing works without a good impact drill.
