According to Sonos, the biggest difference is that the Playbar should be mounted on the wall and the Playbase is placed under the TV (http://blog.sonos.com/en...). However, some tests show that the sound of the two differs somewhat in certain areas. In the end, however, I would also recommend taking the one that fits better into your setup.
