What is meant by 2 19" slats in the description, base set or something the 2 slats in the middle?

This refers to the two vertical metal-coloured strips. (Picture 2)
The units and fixtures are attached to these 19-inch strips. The 400mm deep cabinets only have these strips at the front behind the door. The 600mm deep cabinets have these strips at the front and back.
