Yes, no problem! I would add a fuse and an ON/OFF switch in between. Mounting without a rack clamp is difficult. I have mounted a 10 cm long rack rail to be able to put on the rack clamp. It holds very well.

Yes, that is possible. 9 to 30 VDC is possible. The unit can be screwed onto a top-hat rail or anywhere else with mounting parts.
