LiHV batteries can be charged as long as the batteries used meet the specifications, and no, the system is English and cannot be changed. But since this device decides for itself how to charge, it doesn't really need to. It's been a while since I had this one, but I just plugged it in and pressed start. That's it. This was also the reason why I bought it at the time.
