Is this the powerline I must have to receive my additional TV connection (m-budget)? Instead of using the supplied Ethernet cable?

I don't quite understand the question.
Basically, the powerline is there to expand the home network via the power cable. Respectively, to bring it into a room that cannot be reached via W-LAN or in which there is no network connection. You use the power cable as a data cable within your own home. This does not have much to do with a television connection, etc.
