Is there actually an adapter to connect the new RF lenses to EOS EF cameras? I can only find adapters to connect EF lenses to RF cameras. Seems like interoperability is only desired in one direction.

No, there is no such thing. It is simply not technically possible because of the different flange focal lengths. The mirrorless cameras all have a much shorter flange focal length than the SLR cameras. That is why there is enough space for adapters. Logically, the other way round is not possible. This has nothing whatsoever to do with "desired".
