No. And I have already experienced that as a disadvantage. I have two batteries and it would be good if I could charge one at a time when the other is in the camera.
I am also disappointed with the picture quality. I used to have the Fujifilm x20 which was better by far. Unfortunately it broke and I needed a replacement as soon as possible. A bad buy!

The "missing" charger is no reason not to like this camera. If you search the usual online suppliers using the simple search terms "camera type" and "battery charger", you will find a wide range of inexpensive chargers (20-30 €) that allow charging, e.g. via USB or directly connected to the mains; many with % of the charge level.
I have bought such additional chargers for all my cameras. Depending on the quality, they even allow "fast charging" - a practical additional benefit, especially on the road, when the device is connected in the car.

There are external chargers, just not from Panasonic. Costs between 12 and 20 euros. Just search!
