Is it normal for the mouse wheel to spin without resistance or is this a defect? In any case, the handling of the mouse wheel is catastrophic and absolutely imprecise.

The feel of the mouse wheel can be adjusted with the small button behind it. Either without resistance, as you currently have, or with resistance, as you are probably used to.
