Is it enough for an ocd r7 2700x? Does it fit on the gigabyte gaming ultra with viper rgb ram and the sharkoon tg5 rgb?

You can read the following at PC case properties and thus actually answer your question yourself:
Max height CPU cooler: 167mm = 16.7cm | The be quiet is 15.94cm Ergo... yes the fan fits. It might be a bit tight if you have 4 bars, two bars without problems.
