I would say you can do that, you can fill the reservoir as much as you want. I also filled my reservoir to the top. That way I at least got the air out of the system.

I would not recommend....the pump sucks in the middle, and thus it would possibly suck in partially "empty", which could lead to damage.
I wouldn't overfill it either, as it is a balancing tank....
