I have another fan hub where I cannot control the 3 pin fans. They just run at 100% all the time. Can I control them on this hub or do they run at 100% here too?

All fans connected to the hub are controlled according to the data returned by the fan that is plugged into position 1 on the fan hub. You can therefore control the fans connected to the hub via the fan curve of the mainboard connection used.
