What exactly don't you understand? Of course you won't need all the cables, but everything you need is included. And yes, a 4060 needs power. There's something for that too :)

Hi, you need to power a graphics card, often with one or two PCIE cables,
depending on the card, only 6 pins are used out of the 8 on the cable, and sometimes 16 are needed (so 2 cables), and sometimes more...
sometimes there's an adapter between the cables and the card (supplied with the card)
and there are some small graphics cards that don't need to be powered by a cable, but directly via the PCIE slot on the motherboard - just plug it in and you're ready to go.

It seems to me that a 4060ti uses an adaptor and needs 1 x 8 pin cable, but I can't say for sure as there are often variations depending on the brand.
