Question about Phanteks RGB LED Strip Combo Set

Have a BitFenix case & Asus z270g MoBo (2x RGB header). Can these LEDs be connected to the RGB header at one end and just leave the other end free? Or close the circuit? How?

You can simply connect the strip to an RGB header and you're done. The strip is designed to be connected either individually or you can also connect up to three strips together and connect them to an RGB header. Additional Stirps can be connected to the 2nd RGB header of the MoBo or simply left free.
