Good day, can I just plug the SD card into this device and then all the photos will be copied to the device? Can I then also connect the hard drive to the iPad and view the photos without them being copied to the iPad?

Hoi and no, it is simply an external hard disk that is connected to the PC via USB-C - you can transfer the photos from SD to this disk on the PC (copy/paste) - but I don't know whether this disk then works on the iPad - directly rather no, because the disk needed more power than the iPad provides on the USB-C; see also this page on Apple:

But: You can take an external SD card reader with a USB-C connection, insert the SD card with the pictures into it, and plug the Ipad into the other end - that should work. Alternatively, you can use a port replicator with an SD card reader for your iPad (depending on which one)...
