Does this still pass as hand luggage on the plane?

The maximum external dimensions of the bag are 31 x 34 x 62 cm. The following dimensions are prescribed for hand luggage: 50 cm x 40 cm x 25 cm. The camera bag is therefore slightly too large to pass as hand luggage.
The smaller version of the product (Lowepro Pro Trekker BP 450 SW II https://galax.us/24619673) would pass as hand luggage. External dimensions are 35 x 25 x 49 cm.
