Does the housing include fan control, if not what is recommended?

I'm not a pro either, but jo2man is right. There is no PWM hub included.

If you want to install more fans I would recommend a hub e.g:
Arctic Case Fan Hub

In my case I did not install any more fans and solved it with a Y-splitter like this:
InLine Y-cable
So the 4 fans from the case are on one of the connectors of the MBO, and the ones from the processor fan are on the other.
The fans all work as they should.

As I said, it depends on whether you want to add multiple fans or not.
Price wise I don't think it makes much difference, and even the PWM hub will give you more flexibility for the future.

I'm not a pro. If you mean a PWM hub - no, it's not built into the housing.
I've connected everything to the mainboard, so I can't give you a recommendation.
