Does the cpu speed have to match the ram speed if you want to use both to full capacity? I have an amd ryzen 5 5600x with a base clock speed of 3.70 Ghz and a max clock speed of 4.60 Ghz.

No, the speed of the CPU has nothing to do directly with that of the RAM.
