Without Raid yes, the card has nothing to do with Raid. What you do here is simply install between 1 and 4 m.2 SSDs and plug the card into a free PCIe X16 slot.

BUT: and this is the big problem: The board must support PCIe bifurcation in the desired number, i.e. with 2 SSDs it must be able to divide the slot into X8 & X8, with 4 SSDs into 4 times X4. If this is not possible, only one SSD can be used.

Unfortunately, Intel customer chipsets do not support this feature, or only barely. So the Intel motherboards of the Z790, Z690 etc. series support a maximum of 2 x X8, sometimes not even that. With AMD it looks better, here there are many boards of the chipset series B550, X570, B650, X670 which support up to and including 4 x X4 PCIe Bidurcation.
