Can WD ELements be operated via a RaspberryPi4 24/4 as a "NAS"? The Pi4 runs nextcloud and wd elementy desktop would serve as storage (24/7).

I've only skimmed it, but if you set up your "PC" as a server, you may well be able to use the external HD WD Eelemts as storage. Ultimately, the question is whether it is suitable for continuous operation (streaming etc.), probably yes, because in my experience WD products are of good quality. Certainly better than the small external HDs. Hope I was able to shed some light on your question? Good new and all the best
