Can I use it to charge the new Surface Laptop 4? The specifications are contradictory. If not, the 199W power supply would be overkill and I'll have to find another docking station.

You're right, of course, the 199W power supply unit is the same size as the dock itself - precisely so that you can also charge the connected device. I like the docking concept: 1 plug, cable running to the back or front (rotatable), everything connected. The right solution if you need a lot of connections. Also has a disadvantage: the laptop cannot be started when the display is folded down.
What also pleases: The Surface Laptop 4 can also be charged via the USB-C port, which is advantageous, for example, for screens that also supply power and you don't need a doc.
