Can I connect this unit to the TV with an HDMI cable and watch DVD or do I still need to download any features?

No, this adapter is specifically for certain Samsung TVs and does not have an HDMI connection.
To connect video recorders etc. without HDMI but with SCART to a TV you need a converter like this:
Hama AV converter (analogue -> digital)
