Are these already the new ones with Bluetooth or will they only come after the console goes on sale?
At the moment, we don't have any information about the new controllers with Bluetooth, but these will be adjusted accordingly in the specifications. Presumably, they will only be available around the launch of the Xbox One S, as you suspected.

If the PC does not have Bluetooth, yes ( SPEEDLINK Vias Nano USB Bluetooth 4.0 Adapter (USB) for example. ) Unless you don't have a problem with having the controller plugged in all the time.

You can power it with 2 AA batteries or with a rechargeable battery pack that you can buy. It's called Charge-Play I think. It also keeps another charging cable.
