No, the charger is too weak for the Surface Laptop. It would charge when the device is off or on and not doing anything computationally intensive. But as soon as you do something that requires a lot of power, the battery will be drained even though it is plugged in. Apart from the fact that the battery can run out and you can no longer work, the permanent discharge of the battery also causes the battery to age quickly.

Only works with Surface Go. The power supply also does not work with a Surface Pro tablet. I was not able to test whether it works with a laptop, but based on the facts described above, I assume that it does not work.

It is also very short, I recommend an extension cable.
This is the wrong charging part in my opinion as Surface 3 has a Micro USB Charging Port. This part is intended for Surface 4 plus.
