There is no such thing as "photo format", there are different photo formats. This printer can print some of them. You can find out which ones, for example, by clicking on "Technical data sheet" in the description and looking at the "Media" section.

1) Yes, it can make black and white or colour copies as well as scans. 2) Yes, it comes with cartridges (one of each colour). However, I would advise you to buy a few in advance. My black cartridge printed 200 pages before it ran out.
